You could do the skin swap no problem but it would probably be client sided only.

No assuming you use the same hex to change a character you could do it pretty easily once you find out the hex for the enemies.

Problem is, you'd need to make it so the character is a monster instead of an npc and because of the ways they act there would be lacking and obsolete animation scripting (things like casting techs would become obsolete, but other things like attack speed and how you would set them to attack would need to be added, remember they dont use weapons, then theres exp and much more) also there is no death animation, that needs to go in to, all there is at the moment is the deafault KO NPC knockout which would be incompatible.
It's a nice idea but you can't recode the game to that extent with any current cheating device unless you want to make a code so long its not worth entering. Then you need modifiers for difficulty levels, you need to replace a certain enemy with it and if you replace a monster with a rare varient that would be a potential problem.
And none of this is taking into account wheter the model is even able to act as a monster, it may have jionts and mesh merging that means it is impossible for it to raise a certain arm and much besides.

This is a modders work, the data on the CD actually needs heavy modification.

You could make it so the npcs that attack you in a quest are those characters, though!
