let me simplify this question
let's take for ex the sonic 1 for genesis
wich program did they use to make the game?............
a rom hack program is similar , i change the necessary stuff (red sonic, green water..........) and the rest of the game stays the same (no cheats are involve)
now pso , wich program(s) did sega use to make the game?
i want the same or a similar one to change the game just for me
the game stays the same exept for some minor stuff.

What mod would you want to make, if you want to alter what enemies you would find in what areas as an example you could make a different game but it would take hours just to find the coding for a particular monster, then even longer to work out how much corresponds to that particular enemy, then even longer to work out where each difficulty setting ends for each monster on each episode.
It would be so long and arduos you would lose interest.
Plus this is illegal and stupid.

serpent those are two diff guys and I have a program on my computer at home that will let you mess with the game code ill send it to you when I get the link to the site again ior I can send it over aim.
