Yes, you only have to pay for the Hunters License each month (30 Days), as usual with PSO games. Sonic Team havent given a price, so dont ask!
Also, the game will most likely be downloadable from a few sites in partnership with SEGA so that servers arent blocked up with people downloading the game at the sametime, as with the Japanese Blue Burst.

I heard they had 1 player version on the site, with all the missions and whatnot.

When you make a game in the lobbies, you can choose either a 1-Player game, or a Multi-Player game... or something like that, so that you can unlock stages to play with again in multiplayer. So its LIKE you're playing offline... except you're not, like, kinda thing!

And that's already released? Or what's the deal on that? And if I get bigger than a 256k connection so I can play online will my characters be transferable to the online version? Details please, I don't know when I'll be able to get the online version!

Just to save confusion time: yes. That's how I got my Blue Burst. My brother's friend downloaded it and gave a hard copy to him. Dial-up ain't the greatest for downloading games (believe it or not)! hehe, anyways, yes, this does work.
