Ruins 1 and Seaside/Central Control Area can find Lv 28 Megid, but you will need a Devil/Technique to max it.

As you can see, it pwns Ep2, especially Temple and Seabed.
Bosses and mini-bosses are imune, of course.

Well, I think that letting a Pan Arms split gets better items and EXP. Im not sure on that though, its just an observation I made whilst watching my little brother on Ep2.
