theres a set drop for luck mats, cant remember it, kefka has it though. its like 1/50 or 1/200 for ult, cant remember

You'll have to include DARs yourself, and the chance for a box to be a tool (so (100% - rate for the rare) / 3). So, there is no 'set chance'.

From what I know it is your % to crit, so with 100 luck, every hit is a crit!
