and my brothers mag is level 98 and he wants a Chao

Mag cells are online only...
they are randomly given out of jack'o'lanterns and Christmas presents, dropped from Hallo Rappies and Saint rappies respectively, and on Halloween and christmas, assuming servers are still updated to put the right rappies in :3

Unless there's some way to hack it, or you can get someone you know IRL to get one online for you and trade it in offline multi-mode, then no.
