My Last Survivor has this, what does this mean?

A weak version of the Fill special. It drains enemy HP and gives it to yourself. I think it's about 8% of the damage you deal.

the best weapons to steal hp are either sabers or handguns, since that is a sword the special is reduced to an aceptable level since it can hit several enemys.
an example of a weapon that does not obey to that is (i think) the chain sawd, that sword has unreduced fill
as you see, a weapon that attacks more enemys or attacks more times like a mech, the special must be reduced.
