so, i have heard on a few other forums that when you start a quest, with the thing that is spinning if you press A to change the color, your ID temporarily switches to that, but there is no proof for or against it, anyone know the truth?

That rumour is false. I've done more than enough hunting from quests to know that.

I can guarentee that it doesn't change anything on Gamecube and Blue Burst. XD The only thing that can alter the section ID mid-game for those two versions is if you're playing in a game online and your oldest party member (meaning whoever's been there the longest), gets disconnected or leaves.
