I am quite new to the world of PSO (not online yet!) so I was wondering about with my 3rd incantation of Shadamoo in the forest when I picked up an amplifier of foie. Do I have to equip it to use its effect?

No, you need a red barrier in order to use the foie amplifier, when you have a red barrier equipped you can use the foie amplifier and it will turn into the FOIE MERGE which is a sheild holding the foie amplifier, the same thing can be done with other like amps and sheilds.
