Okay, there are a few good places to go searching to Tollaws...
1) Lost head sword.
2) If you have xbox there is a download quest called central dome fire swirl (with burning rangers music in background).... that has a lot of Tollaws in it

Doing runs of the F1 section of Lost Heat Sword is the best way to hunt tollaws.
If however, you are offline only, then Soul Of A Blacksmith is your next best bet.
