Which of these weapons is better for a FOnewearl? I know they cannot equip the Godhand.
I know you can get these weapons for the Soul of a blacksmith quest.
Is this only on Ultimate?
And the Crozier casts Barta. How exactly does this work?

Yes, it is only on ultimate. You have to get the last material from Caves 3, not Caves 1 or 2.
I would say Technical Crozier for a FOnewearl, as i dont think guns go well with them.
When it casts Barta, it means when you use its special attack, it casts Barta.

tecnical crozier without a doubt, you dont have enough atp to actually do enough damage with the suppressed gun

Technical Crozier casts Lv 8 Barta and gives no spell boost whatsoever, a totally useless weapon.
It would be a lot better for you to get either Suppressed Gun or God Hand and give it to another char that can use them, if applicable.

Go for Supressed Gun if you insist on getting a weapon for your FOnewearl. Technical Crozier is one of the worst FO weaps in the game >.<

suppressed gun is best, if i remember right a grinded suppresed gun has a higher ATP than a ungrinder red handgun, i think
