Before turning a part you must pass a quest i dont remember which one it is

It's Unsealed Door. First you beat Doc's Secret Plan, then Doctor Osto's Research, then you talk to him in Unsealed Door. If you have multiple parts you want to convert, you just cancel the quest after you get one and repeat as necessary. That's all.
