Okay, I just got a Stink Frame, and I'm wondering if I can get a Parasitic Cell Type D without being online.

it costs something along the lines of 16 pd's each, and you'll need 4

You will need 4 for Lafuteria, though, 1 will give you a Parasite Wear: De Rol, which is a decent armour until Lv 100-120.
Anyway, if you're offline, you might as well throw away those Stink Frames.
