Hmm, indeed - the best place to locate where different items are available apart from Ragol's Main Site here, for finding based on Section ID is here, @ PSO World.

The best way to get shotguns is to create a character with the ID viridia. As an example, my old char Eirik was a viridia because of his name. Try it.

If you want better shots... Viridia is for you. If you want... you can create a new player (Viridia), and have a friend come over to play. Try to level your friend up. Once he's a higher level, he can kill Dragon on Hard mode and might get a Crush Bullet (or better from harder difficulties).
I don't have much experience, meaning, I'm a newb, but oh well.
