just equip a wizard/tech(or any other unit the upgrades techs), other than that you just have to play to get the disks

They're bloody rare... I've found 1, in nearly 1,000 hours... Rabarta.... Kefka didn't even find all of them.
There was a thread about this just a little while back, check that out for all the info you need.
Or just get a ---/Tech like Phantom said.

No, it would be the same as having a level 30 spell
