well first off Welcome to the Forums.
you need to finish the single player quests(at least these)
Battle Training>Magitude of Metal>Claiming a Stake>Fake in Yellow(talk to Elenor in Pioneer 2(must do this!!)>secret delivery>docs Secret Plan.
then you go to doc ostos reasearch or Unsealed door and talk to dr. Montague(the newman Force) and he will transform it into a weapon.
