Celestial Shield is the best non-rare shield.
But using something like Attribute Wall or Secret Gear (both findable in Hard, in some IDs) is a much better idea.
I really need to do the guards >_>

You should have added a poll about Barriers -_-
Attribut Wall and Secret Gear are usable by everyone and have good stats and resistances. The Kasami Bracer is a really good HU Shield though because it adds ATP (so does the Combat Gear, but it's not very good). Secure Feet is awesome for a Ramar/l, and it looks pretty cool. Rico's Earings are female-only (?) and they're really good, but can only be found legitly using a Whitill.
