I don't know about Version 2 on Dreamcast... but on Gamecube the Proto Regene Gear is absolute garbage, and the Inferno Bazooka isn't anything too special. It sounds like he was playing a run of Very Hard Mines...

inferno and proto are not very common but are common. i dont know what lvl you are but if youre 80+ thats a shyt run. >_>
