The key you mentioned is actually 3 spaces right of the 0 key, the one to the left of the 1 is written in kanji.
That has been bugging me too.
What about the £ sign?
Also, what are the keys that are written completely in kanji?

1) There is no £ sign. It's a JP keybaord setup so only dollar sign. (Yen is written by writing 'en' and tapping space a few times.
2) If you have just loaded up PSO for the first time, everything should be set in Japanese. Start typing and you should start to see Japanese symbols. Pressing the key in the top left of the keyboard should change the keyboard setting to english.
Press ESC a few times to get rid of any input. Then press the key in the top right and you should see some white text in the bottom left corner area, where text normally appears. Press it once to change to English, and again to go back to Japanese.
In Japanese mode, pressing space will usually result in it being converted to Kanji (or one method of writing it in Kanji). Make sure that you don't see any English letters if you are writing in Japanese. Japanese symbols usually consist of a constantant and a vowel ('ko', 'n', 'ni', 'chi', 'wa') is hello in Japanese. As you can see some are different. But basic rule is constantant and vowel. Try it. To put it into Katakana press F7 so the key to the right of the space bar (on ASCII keyboard). I'll try to help next time I'm on if you have any problems.

When I started playing PSO it was a PAL copy on a PAL system.
There is a pound sign located on the keyboard though, to the right of the 0 key in the top right corner.
Also, both my console and game setting are set as English, does this matter anything?
