in order to do seat of the heart you have to beat gal griffon, and to do east tower you need to beat seat of the heart and to do west tower you need to have beaten the east tower. so to beat west tower you would have had to have beaten the other two quests

to unlock the ability to do it you need online or plus, to actually do it you need the gallon's shop quest which is only online.

at gallons shop you can:
trade pd's for stuff (just play the quest)
trade pd's for s-rank weapon specials (beat east tower)
trade 20 pd's for 5% or a sphere for 30% (beat west tower)

u could do the gallons shop quest offline, jus find a friend who can play online hav him/her download the quest and then copy it to ur memory card. there you go offline gallons shop quest

Nope you cannot download any quest on GC, and on Xbox, you can only download Central Dome Fire Swirl.

20 pd's for 5%
1 sphere (99 pd's) for 30%

90 PDs, not 99.

And you can add to the same attribute multiple times until it reaches 100% or you run out on PDs/PSs.

If you have a weapon with 75% or over, you cannot use a Photon Sphere on it.

And save your PDs, this is absolutely useless, it's way better to use PDs to get a special on S-Rank weapons, for instance.

it really is a waste to use them becuase it costs so much, maybe 1 pd for 1% would be better. it would be better to just get a good s-rank and add a special. s-rank hell rifle, zalure shot, demon mechguns those would be so good
