i want the technical crozier but soul of a black smith isn't open yet. i've done the butler quest already and it hasn't opened.

you should check on this site, it should say which ones you have to do in order to get it... or you could just wait and see if Kefka sees this and answers you question beautifully.

This site doesn't have it, but PSOW says to beat the first 3, Addicting Food, Lost Bride, Grave's Butler, and Secret Delivery. I've done it, and I'm pretty sure those are the right ones.
