Some HUcast can hold their own in ult, but most yes they do depend on anyone with S/D. I'd also say to go ahead with the HUnewearl.

Good choice my friend. Make it a skyly too. Use the section ID calculator on this site. Go to the home page, then click calculators, then hit section ID planner. Good luck with that hunter. ^_^

HUnl, they are best for soloing.. however, if you play multi games often (and I mean very often), make a HUcast. Take note a HUnl with Shifta 20 max ATP is as strong as a HUcast with max ATP (HUcast have about 400 more ATP). I prefer HUnl, HUcast are hard to play as, which is why I am very aware of who I get Hunter advice from, especially HUcast. HUmar and HUcl are simply out of the question. HUmars are the jack-of-all-trades character, master-of-none, and HUcl are weak/bad RAcasts, ST really screwed up on HUcls. HUnl are impossible to max out completely, and HUcasts are very hard to max out.

You said HUmars have "decent" ATA and HUnls have "ok" ATA, 200 and 199 ATA is not a difference in statistics, if you say so you must have 200 ways to say variations of the word "good"..
EDIT: Also take note, Skyly as only a complementary ID. Start out with a reasonable ID, Whitill, Skyly, Redria. Whitill gets the best female Shield, Rico's Earrings, Skyly gets a lot of Swords, Redria gets a lot of Armory/Shields and other very useful items. And seeign as you chose Skyly, forget about about the SJS.. way too hard to get, also some things about TJS I loathe, ugly looks, and special.

It all depends on how good of a player you are.
Like the previous posters mentioned, it pretty much goes like this if you were to pick a Hunter.
1. HUnewearl
2. HUmar
3. HUcast
4. HUcaseal
HUnewearl have great EVP and DFP. They also have lv.20 techniques which is a big bonus. All the lack is strength, but the lv.20 Shifta can handle that.
I would go with HUnewearl definitely.
Also, are HUcasts really that bad in Ultimate?
If they are, I was planning to have 1 of each character, and 1 of each section ID (With 2 doubles), should I leave out the HUcast?

If you make a HUcast, just know that he will be more challenging to use in Ult solo. If you like to be challenged you should make him anyway, especially if you get all other classes there also. Go for the whole 12!
Note:HUcast are also good for C-mode so if you don't create him for regular play, you could always make one to try to get yourself a S-rank weapon.

I didn't know about the max, but I was takling about growth.

Base stats (which is derivative growth) do not matter Todd, do you know anyone that is level 200 that hasn't used 250/150 mats, or does not a level 200 mag, or someone that does not have access to atleast one God/--?
HUnls do have bad ATA growth, so bad they need about 80 ATA on a mag to max :S
