West Tower - Adding Percentages to Weapons

For some odd reason, despite having beaten East Tower and Seat of the Heart, when I load up West Tower and talk to Hopkins, he won't take me to Paganini, despite me having beaten the aforementioned quests and having Photon Drops in my inventory. Any ideas to where I might have messed up?

Anyway, I was doing all the quests again, and as it turns out, there's one teensy part you forgot to mention in the guide.

In East Tower, you have to talk to Hopkins there, too, and get the research data from the computer on the top floor. Doing this allows you to open up the subquest in West Tower, as well as allowing Paganini to modify S-Rank weapons. I've got a King's Shot +70 now ^_^
