I remember some confusion on this matter a while ago, people seemed to be saying extra mode was unavailable without a Guardians Licence and that the only mode you could play without a Guardians Licence was story mode.
That is incorrect. I recieved my imported PC version of PSU yesterday, and you unlock Extra Mode by playing through Story Mode.
Ergo, as I can now confirm, you need no GL to play Extra Mode (at least on the PC version) so have some fun with character creation!
