Does difficulty affect weapon creation?

I was wondering if playing in Ultimate , Very Hard, Hard or Nomal will affect the % damage to weapon creation.

For example: If I create grass assassin's blade on a harder setting will the stat % be better or is it irrelevant?

I just got a dragon nail and want to convert it to a dragon claw and was wondering...

No it doesn't affect it.

All enemy parts that get turned into weapons offline have 0% on all. However if you convert them in an online quest called "Todays rate" you can get stats on them.

Any weapon that you combine with an item (Slicer + Fire stone, etc) keeps its stats the only thing that loses them is the Agito 1975
