The PSOW beastiary has complete boss stats (including set damage attacks).

I don't know how much hp Falz has but when all the little weird things attack I just cast RaFoie and it went on to section 2 then just heal when he hits you and strike back hard with techniques and physical attacks.I won with a level 36 FOmarl.Hope this helps!

I suggest you stock up on Scape Dolls and try to work on your light resist or take on jobs until your at level 50 and take him then.
