even thuogh it says it is set at 0% its a really small number i think its like 0.0000001% i can remember but it makes sence now y its so hard to get

actually, it is obtainable, but the drop rate is extremely low and you have to use a hack to get it. Basically, you have to be able to drop a telepipe anywhere, and then you can set in motion this chain of un-legit events where you kill Olga, then I believe fighting Flowen is involved and a lot of other trippy stuff that is kept in check by ST simply by the fact that you cannot drop TP's in Olga's room.
( I actually know the entire process, but I keep it to a minimum to avoid breaking rules. I also do not believe it works on plus either)

WRONG!!!

The rate is 0/64. A flat out 0% with an infinite number of significant digits and absolutely no obtainability! NONE!

The closest you may get is that they guy who owns the "other" server has plans for the server calculating a rate, then packet editing a PGF if you "get the rate." That is not done by the game though, and it is completely seperate from the 0/64 rate. Basicially, if after every time you fought Olga, you rolled a die 6 times, and if you got even numbers each time, you would hack yourself a PGF... that is what this is. Only, the server is doing the dice rolling and the hacking for you. >.>
Too legit to quit.

on gc there are items that also exist on the dreamcast versions
but they simply exist, because you can't obtain then, only if you use cheats.
so when they say 0/64 they mean 0%
the item was simply removed, is that hard to understand?
