Basically you ask, and they make it, depending on the price and if their characters can actually do it.

I don't. I just raise as I feel like, and usually if I want a quick boost in something I'll raise that stat to get it early.

Same here, but I really intend on making rare or valuable mags when I train or I don't at all.

I've only had 3 rare MAGs. Rappy, Nidra, and the one you get by using Dragon Scale on a level 50 Kama. Tellusis, I think the name is.
