All hardware for the currently released consoles is cross region. ie it'll play on any region console. So it probably lies in the software. Have you let it through you firewall? For example, if you use Internet Connection Sharing (ICS) it might let you connect to your PC but won't let any information through, so PSO might think you have connected to your host (your PC) as normal but the servers are down because it's not recieving any information back. Try it without your firewall/router setup then add everything back one at a time.
