I've got a question about that sheet though: When it says you find "this level - that level" and at "this %" doest that mean the chances that you find the low end of the level range are the same as finding the high end of the range? Or does it get harder to find the higher level disks in the range? :S

Nope, the highest end of the variance is much harder to get, and in the case of Lv 30 attack techniques, much MUCH harder. I do not know by how much exactly, though.
