The only thing wrong with that classification is that you give to much importance to weapons compared to other items.
For instance, Redria finds most units in the game, has a better drop rate on all shields and armours, finds a lot of shields and armours, has the exclusivity on God/Battle.
It also finds Spread Needle, Demolition Comet, Lavis Cannon, Iritista, and some other excellent stuff with the best drop rate of all the IDs.
Skyly is a good hunter weapons ID, but it lacks guard items, badly.
Whitill is good at everything, any class will find what they need in Whitill, not mentioning all the good drops.

Well, Whitill lacks the specificity of weapons (not as much as Yellowboze), thereby it's hard to just sit down seeing Whitill #1 on everyone's list saying "I'm gonna start a Whitill today". I see it's best for Hunters then Rangers and then Forces. I don't see Whitill as a valid choice for a FO, but considering there is no good ID for them it doesn't matter.
EDIT: When I say best for Hunters I'm not saying it's the best choice for Hunters.

Because it is a very strict Sword ID, meaning giving it to a Force or Ranger would be out of the questions on many terms, but still a very limited amount of good RA/FO rares are there Units, Angel Harp, ummm, that's it... kinda sad actually, but nothing that can't be achieved by other IDs (in terms of side items/weapons). Also the lack of armor.

There is no "best ID" It's just what you're looking for, that's all. If you like swords, get skyly. You want shots? Go for viridia. It all depends on your weapon and unit wants.

I'm a Yellowboze HUcast and supposedly we get better Meseta drops altho to be honest, I'd like to have cooler weapon and armor drops instead!

You get meseta more from boxes and enemies, but that doesn't change the main drop rates like
