a mag can only have up to 3, each type of mag adds a pb so if to of the forms your mag had been in had the same type then it would lead to you not getting a new one from that form

when a mag changes into a new form, that form has a set pb

if a mag allredy has that pb then he can't learn it again

so if this happens it would cause your mag not to get a new pb, even though it changed
