Pokemon: Diamond and Pearl are coming out for the Nintendo DS (it was announced a while back), so it would probably be impossible to trade between one system and another (GC and GBA is an exception though as the games were tied to the same generation).
Miri, Pokemon Emerald is the upcoming 3rd part of the Ruby/Saphire generation.
As far as trading overall, you have to meet certain requirements in-game before trading with other games.
* FireRed to LeafGreen (and vise versa) - none
* Ruby to Saphire (and vise versa) - none
* R/S to Emerald - none that I know of yet
* FR/LG to R/S - In Red and Green, you must have obtained the National Dex, which can be obtained by defeating the Elite Four, Defeating your Rival, and collecting at least 60 Pokemon for your PokeDex.
* FR/LG to Emerald - National Dex needed for both games.
