It's a Balance Issue.
If HUmars could use, say, Level 30 Techs, no-one would want to play as anything else. Level 30 Jellen/Zalure AND the highest non-android ATP in the game? Unbalanced.
HUcasts wouldn't played because they're inaccurate and are actually superceded by a HUmar attacking something with Lv 30 Jel/Zal cast upon it.
HUcaseals wouldn't be played for a similar reason.
HUnewearls would just be redundant.
Rangers would be discarded, because if you have Lv 30 Zalure and high DFP, nothing could touch you: You wouldn't need to stand back.
As for Forces... well, you've got access to Level 30 Techniques AND Hunter weapons, you don't need no stinkin' Force!
Each class has their own advantages and disadvantages. The HUmar's is that they're more accurate than the HUcast, so will hit more often, have reasonably high ATP and average combat stats. Their disadvantage is that their MST is very low, and that they can only learn Level 15 Techs (Lv 2 for Anti, I think). Be happy with what you've got. If you want high-level techs and Hunter weapons, start a HUnewearl.
