You cannot play offline at all. It is online only. Your characters are saved on the server side.
The game is free to download, but you must pay monthly (for your Hunter's License) to play online.
When you first download the game, they'll let you play for free for either
15 days
or
until any of your characters reach level 20,
whichever one comes first.
The above has been true for the already released Japanese and Chinese Blue Burst, so I assume the English version will be no different.
