You sign-up to play the BETA version of the game, download the BETA version of the game, then play the BETA version of the game, and tell ST if there's any problems!
The BETA version will be a very basic version of the full game, as AERO has posted, it will have a small limit on the amount of people allowed in the lobbies at one time, and most likely also have very few stages, character bits, weapons, items, etc.
