i can't remember exactly how but you have to complete the movie quest without getting caught etc and do not rescue peeps who did then give the item to a girl on p2 instead of gallon then go to rappies holiday and do something or other with the rappies (lots of trading of weird items between them) then eventually you'll get it. (how i got mine Tongue a long long time ago...)
