Blade, the PD droprates are unconnected with the rare item droprates. So that means if you get a PD, it doesn't mean that it should have been the rare, it only means that it almost gave you a heart attack for no reason. 
You can also find rare enemies online, but you can't pipe them. Since the PSO+ online quests are really offline though, you can pipe enemies, which makes the CDFS quest extension good for Hildeltorrs.
