Yes. Go to the card shop/deck. It's opposite the Principals office. If you go right when you start a game, you will be there. Talk to the lady and select yes, select your character, and you come up with a deck screen showing your card decks.
You should have two by default. If you select one and yes, then you can edit that deck. Use the C-stick to add or remove cards from your deck. Top option is all cards, second item/monster cards, action cards, assist cards, exit.
