I only found the Belra card recently, though I'm already offline level 30. I'm still wanting to get Twinkle Star, even though my level 20 friend found both ages ago :o.
Yes, the famous "Backup" quest. When I first did it, I used Rufina with her high HP and a Nanodragon to attack Viviana and summoned Boomas with their relatively high HP to block off Peko from Teifu. Since you just started, you won't have the best cards, so you just have to be lucky, really
