Wink you are exactly right but i had to complete east and west tower. frist compelte both of those and get both data disks (1 from each tower) Then take them back to hopkins (speak to him before leaving for the quest) after you complete this got in to the quest called GALLONS SHOP. get any amount of pd or ps. then select enhance weopons photon there you go
