Having trouble connecting

Everyone I've talked to has been getting this on some occasion. Sometimes unplugging your modem and router for a few minutes can solve the problem, but sometimes not. One person I talked to today says he (apparently) gave his modem a power surge which solved the problem... seems dubious to me though...
