Ep 4 weapons, seem TOO good

There are weapins in BB that are just to good to believe, I can understand if they banned 50% of the drops later on, just to balance the game. Because, these weapons put a shame to weapons such as TJS (Excalibur>TJS) and the like. They have to be really rare, like DC drop rate rare, to make it somewhat fair. Thing is, if there are hackers to dupe/create or whatever they do for mass production, then everyone will make the game unfair, with uber rares like these. It seems to me that in terms of rare finding, there is too much Ep 4>Ep 1 and 2 (it seems as if more rares are in Ep 1 and 2 though). I don't want ep 1 and 2 to become outranked compared to Ep 4. I managed to get the Ep 4 drops (can barely comprehend it), and it seems if these uber rares are that rare, why make them? I saw the drops, but the drop rates I haven't.
Considering I haven't laid my hands on Ep 4, I am obviously ass you can see, ignorant of these weapons. But can someone who has knowledge of JP BB Ep 4 tell me if I am crazy for thinking Ep 4 drops are too good?
