From what I understand, ep4 weapons ARE cheap and overpowered. Sega's idea of balancing is just to make them all incredibly difficult to find - which as you said will not work if hackers/dupers find ways to go about their business.

I've heard someone say though that ep4 is pretty, and nice EXP, but not much else. Provided BB stays legit, you aren't likely to see loads of ep4 exclusive weps.
