Because Androids and Newmen get more abilities.
Androids get Traps, which can be a lot more useful than Techs in the right circumstance (Guaranteed Freeze), have HP Regeneration, and because they have no Techs actually get more base stats, which balances out the material limit.
All Newmen, as Fabo said, can learn Techs up to at least level 20.
HUnewearls have the highest possible damage output of all the Hunters (In Single Player) because of their Level 20 Shifta and Zalure. Newmen can Regenerate TP (A useful trick since it helps save on Fluids), and get higher base TP and MST than Humans. (I don't know what the person who said the average Human could get high MST was smoking...
Also their Strength never exceeds an Android's.)
