All enemy parts that get turned into weapons offline have 0% on all. However if you convert them in an online quest called "Todays rate" you can get stats on them.

Any weapon that you combine with an item (Slicer + Fire stone, etc) keeps its stats the only thing that loses them is the Agito 1975
