To add stats to weapons you have to complete the subquest in the West tower.
Talk to pagianni (hes in the same place as Galleons shop). Then collect the data he's after, its in the seabad you take a warp and end up in front of a ramp the door with the computer is on your right.
Take the data to him, you dont need to complete the quest and when you load up Galleons shop (same difficulity as you did the subquest). You can add stats to weapons.
You can't add to hit or sranks, you can have stats on 3 areas including any hit the weapon may have and you can add to 0%.
Cost is 20 photon drops = 5%
1 photon sphere = 30%
