Heh, yes, it is being developed for the Nintendo DS as we speak, and will be around in Aumtumn/Winter for us to play Mario Kart DS and a few other titles at least online around the world, for free 
Here is a trailer for the Nintendo DS Online System (That they're calling Nintendo DS Wi-Fi) that is currently being shown in America to promote the new system. Click Here.
Theres loads more being discussed about it, and you can find it in the Nintendo DS thread in the Handhelds forum, with Wi-Fi discussion around about this page!
Only other info i can give you is that 25 other 3rd party developers are supporting Nintendo DS Wi-Fi at least (Including SEGA - But no online game announced yet!), and first party online games will also include Animal Crossing DS which gets released at the beginning of 2006.
I didnt know anyone used Teletext anymore!
