The person may of been innocent but I think the police were justified to go for a head shot.
First of all when he had been asked to stop by armed police he ignored them and started to run. I mean who the hell runs away from armed police. Second he even jumped over the freaken barrier to run away from them. Now if this didn't scream terroist in your head I don't know what would. He even proceeded to run onto the train. Now you have a split second to think if this guy is going to be a terroist or not.
With the 3 seconds of thought you have you would realise that obviously this guy hasn't exactly done innocent things. You could of let him get away and risk him killing hundreds of people or you could kill this extremely shady character and lose one life while saving hundreds.
So it's obvious that if you had any common sense you would shoot him. and thats what they did. It was the right thing to do and the guy was extremly stupid for running away from armed police.
