Actually it is special on Fomars, because it makes up for their lack of defense and greatens their already best power among the forces. To answer the question, yes FOmars are good at melee, only if you have the right stat boosting items, preferably weapons with hit or just an elysion. People talk about their lack of being able to hit with specials. Being an force and all, it's not really necessary to use special attacks anyway. Normal and hard attacks serve them just fine.
